Cross-organizational electronic health
records (EHRs) and e-prescriptions
Clinibus and Recibus are Atostek’s international product platforms for eHealth and eSocial applications. They replicate the advanced national architecture in use in Finland, but can be deployed anywhere in the world.
The platforms are based on one of the world’s leading national health care information architectures – the national Kanta Services of Finland. Clinibus is based on Atostek’s ERA service, which has been in production use in Finland for several years. Clinibus is a regional cross-organizational health record system that enables a seamless flow of information within a digital health care infrastructure. Recibus is a cross-organisational electronic prescription solution that can be rapidly deployed anywhere in the world.
Together Clinibus and Recibus contain all the necessary databases corresponding to national background services and the pharmacy user interface. Atostek Ltd. has been developing the software since 2012. Atostek has been awarded the ISO 13485 certificate for medical devices and software, which applies to development of medical software for clients. Clinibus has been implemented in accordance with the applicable regulations.
The platforms include both the back-end components needed for an organization-wide, regional, or national electronic health care or welfare record infrastructure. They also include the application programming interfaces and even web-based user interfaces required by integrating systems, and users such as doctors, hospitals, and pharmacies.

Clinibus – Cutting edge health system
Clinibus and Recibus are intended for large hospitals, public health care organizations, cross-organizational environments, and anywhere where a comprehensive clinical data model, interoperability, and ease of use and integration are valuable. Clinibus makes health care more cost-effective – government authorities, hospitals, health care professionals, patients and pharmacies benefit from its use.
Clinibus is a regional cross-organisational health record system, and it enables health care professionals to view the patient’s history from a centralized repository regardless which hospital the patient has visited. When the doctor can see the patient’s health history at a glance, it saves a lot of time and allows more time with the patient’s diagnosis. Hospitals also benefit, as doctors and patients are more satisfied. All pharmacies can join the e-prescription system, which may increase sales. This means that even hospitals without pharmacies can operate efficiently.
Patients can view their own health information, request, for example, the renewal of a prescription for a chronic illness or determine who views the health information. They can also download their own medical reports, laboratory results, vaccinations, etc.
Clinibus pays particular attention to security: patient safety and information security are ensured by rigorous standards and, optionally, smart card based authentication.
Finland has one of the best healthcare systems in the world
Finland has the best public health care system in the world (based in a study published in the British medical journal The Lancet 2019). According to the The Digital Economy and Society Index 2022, Finland ranks #1 in the overall digital performance of all EU countries.
Finland is among the leading countries in the electronic data management of health and well-being. The country has an ideal national e-health environment, as data from both public and private health care has been collected to Kanta Services since 2010.
Kanta services are maintained by the Social Insurance Institution of Finland (Kela) and users of the services include citizens, pharmacies, health care and social care. They are used by both public and private social and healthcare service providers. Data stored in Kanta can also be used for research purposes.
Kanta services form a completely unique entity that can’t be found anywhere else in the world. Kanta services include, for example, prescription service, pharmaceutical database and patient data repository. My Kanta is an online service designed for citizens. Patients can use My Kanta to browse their prescriptions and order repeat prescriptions online. They can also state their organ donation wishes, and issue certificates to authorities.
All public primary healthcare centers, public hospitals and community pharmacies in Finland have subscribed and use these services. In Finland, all health records and medicine prescriptions are 100 % electric.
In the Kanta services, the patient records are processed in a reliable and safe manner. The data is extremely well protected and therefore no outsiders can view any records.
Finland has a strong focus on information security
Finland has a strong focus on information security and is known for its robust practices and initiatives in this field. Finland has a strong data protection culture, and individuals have a high level of trust in the handling of their personal data. Cybersecurity in Finland is a high priority, and the country has taken several measures to protect its critical infrastructure, businesses, and citizens from cyber threats.
In Finland, data protection is part of the privacy protection guaranteed by the constitution. The purpose of data protection is to ensure that organizations process personal data in accordance with the law and only when there is a legal basis for their processing. The registered person also has the right to check his/her personal data held by each organization and, if necessary, correct it.
In addition, common regulations are followed in Finland. The General Data Protection Regulation (Regulation (EU) 2016/679) (GDPR) is a European Union law which entered into force in 2016. Finland has passed a supplementary implementation act of the GDPR, the Data Protection Act of Finland. The law entered into force in January 2019.

The GDPR is a comprehensive data protection law that sets out guidelines and regulations for the collection, storage, use, and sharing of personal data by organizations operating within the European Union (EU) and those outside the EU that handle the data of EU citizens.
